New York State’s guidance on which businesses (or which *parts* of businesses) are essential is evolving. At the time of this message, there are 16 COVID-19 Executive Orders; they all can be found here. The COVID-19 Executive Orders start with EO 202.  Empire State Development (ESD) is providing guidance through a Guidance Document and a Question and Answer Document about which businesses are essential. Please be sure to take note that the ESD documents change regularly — so keep visiting the ESD pages.

This isn’t easy. Each week, more orders are issued, and the guidance changes. There are exceptions to some of the rules.  Sometimes there’s an outright change to previous guidance.
